This doesn't really bother me, since my Japanese is good enough to navigate apps in Japanese etc., but my boyfriend can't speak a word of it, nor can he read Japanese.
When i first installed it, my app language was changed to Japanese by default. I recently (a couple of months ago) installed the Japanese language pack on Windows 8, and have since upgraded to Windows 8.1.
